Goes anywhere without being a problem anywhere.
It is neutral with strangers and accepts handling by a vet and a groomer. It walks on a loose leash through a group of people. It stays where it was left and returns when called. It passes another dog without changing. It does not fall apart at an unexpected stimulus, and it stays alone, or with a third party, without unravelling.
None of this is protection. All of it is the base without which protection becomes a risk.
What this level does not cover
No protection work. The TCS has no defence phase. A dog that passes here is a dog you can handle, and presenting it as a guard dog would be a lie.
Correction of behaviour already established by previous handling is not included. That is separate work, and not always possible.
No level guarantees behaviour in every situation. Under article 936 of the Brazilian Civil Code the owner or keeper is liable for damage caused by the animal, and that liability is strict: no training and no contract transfers it.
